Yes, totally agree. This was an awesome contest. I was so stoked when I first heard about it that I couldn't concentrate at all until I could get home and start working on it! Also blown away with all the really creative and awesome recuts that people have come up with.
I believe they said 2 minutes +/- 30 seconds.
I would stick with the native resolution of the files; 640x360 and as far as quality, as high as you possible can.
As was mentioned, the .eps files are vector based and will render nicely even at small sizes, whereas with png you need a higher resolution file to combat jagged edges.
Yes, it's just a different aspect ratio. What I did was scale the clip up to about 114% to get it to fit the 16:9 ratio. Doesn't look too bad.
I also noticed they're not all at the same framerate. I just went with 29.97 and it seemed to do fine.

They must have included it later on. It came in the "logo" file that I downloaded. I think you can use whatever you want, though.

Frame Rate: 29.97
Field Order: None (Progressive)
Aspect Ratio: 16:9
Bitrate: VBR 2-pass
Target Bitrate: 6Mbps
Maximum Bitrate: 10Mbps
Make sure to check "Use Maximum Render Quality"
